I get "WARNING: Policy Manager has died" error after a fresh install upgrade to OpenServer 5.0.7.
Keywords
openserver 5.0.7 507 fresh install upgrade warning the policy manager has died please reboot your ip_output TCP/IP not licensed
Release
SCO Openserver Release 5.0.7

Problem
I have purchased an SCO OpenServer 5.0.7 Upgrade license to
upgrade my SCO OpenServer 5.0.6 system and I have performed
a Fresh installation of 5.0.7 using this license. When the
installation is complete and I reboot the system I get the
          following errors:

Scologin is starting (/dev/tty02) Please wait ...WARNING:
          ip_output: TCP/IP Not Licensed.
WARNING: The Policy Manager has died. Please reboot your system.

CAUSE:

If you perform a fresh install of SCO OpenServer 5.0.7 using
and Upgrade license then you are informed at install time that
you will need to apply your original SCO OpenServer 5.0.6
license to your system once the install is complete before you
          can use your system.

Solution
Log into the console as root and start the license manager using
          the command:

          scoadmin lic

Select License -> Add a Product or Service License

add your original SCO OpenServer 5.0.6 license to the system.

Shutdown and reboot your system using the command:

          shutdown -y -g0 -i6

you should now have a properly licensed system.
